President Bush is in Thailand, the latest stop on his Asian tour, before he goes to China for the opening of the Olympic Games on Friday.
That date coincides with the twentieth anniversary of a democracy uprising in Burma which was crushed by the military, and Mr Bush is expected to meet activists who took part and had to flee to Thailand.
Mr Bush is also expected to address the current political situation in Thailand's neighbouring country when he makes what US officials describe as a wide ranging speech on American policy in Asia on Thursday.
U Aung Zaw, editor with the Irrawaddy magazine, is among about 10 Burmese dissidents and activists who will have lunch with the President.
He told BBC Burmese Service that Mr Bush will set an example for his successor president to follow at least his steps of encouraging Burmese democratic movement.
In another development, first lady Laura Bush, who backs Burma human rights as a personal cause, travels to the Thai-Burma border to meet Burmese refugees.
And she is expected to visit a health clinic.
